KPM Franklin’s work on the UCP of Central Florida Osceola K-12 School Campus in Kissimmee, Fla. is a prime example of how unexpected infrastructure challenges require a blend of technical expertise, regulatory navigation and creative problem-solving.
Because the UCP of Central Florida Osceola Campus sits within a designated FEMA 100-year floodplain, water management was our top design priority. Our engineers incorporated a strategic cut-and-fill approach into the site grading plan to meet compensating flood storage requirements mandated by local and state regulations. Soil excavated from where the on-site stormwater management pond is located was utilized to elevate the school building and parking lot locations above the established FEMA base flood elevation.
This approach maintains a balanced cut-and-fill ratio across the site, minimizes off-site material transport and preserves the natural hydrological characteristics of the floodplain.
While designing the drainage plan in the overall site layout, our engineers discovered a significant obstacle. Recent survey documents showed a 12-inch clay sanitary pipe running directly through the site where the building was planned to be constructed
Our drainage plan design replaced the aging clay sanitary pipe by strategically rerouting a new and more durable PVC sanitary pipe through a dedicated easement on the east side of the property. The modern PVC pipe is designed to last up to 100 years, which is a 2x longer lifespan.

Relocating the live sanitary line also presented another challenge. Construction crews could not turn off the line because it serves the surrounding neighborhood. Crews utilized a bypass pump system to ensure that service to adjacent residents remained uninterrupted while the new PVC line was being installed.
