Florida Legislative Update

The following are three bills related to land development that were passed by the Florida Legislature during the 2025 Regular Session and signed recently by Governor Ron DeSantis.

CS/SB 1080: Local Government Land Regulation https://www.flsenate.gov/Session/Bill/2025/1080 – Requires 120-day deadline for development review approval in counties and cities for applications that do not require a public hearing or quasi-judicial hearing. If a hearing is required, the required approval time frame is 180 days. Bill was ordered engrossed and enrolled on May 1 and will take effect on October 1 upon the governor’s signature or inaction before July 1.

CS/CS/CS/SB 784: Platting https://www.flsenate.gov/Session/Bill/2025/784 – Requires plat or replat submittals be approved administratively without public hearings or a vote by the local governing body. Bill was ordered enrolled on April 29 and will take effect on July 1 upon the governor’s signature or inaction on or before this date.

CS/CS/SB 180: Emergencies https://www.flsenate.gov/Session/Bill/2025/180 – Impacts land development by restricting local governments from imposing moratoriums or burdensome regulations on construction and redevelopment after hurricanes. It also affects property assessments and impact fees during recovery efforts. Bill was ordered engrossed and enrolled on May 2 and will take effect on October 1 upon the governor’s signature or inaction before July 1.
